Streets were flooded Friday in a Mexican city across from Texas, after heavy downpours along the Mexico-U.S. border led to at least three deaths in Texas and one in Mexico. Several neighborhoods in the border city of Reynosa, across the Rio Grande from Hidalgo County, Texas, found themselves under water after severe storms flooded streets and homes.
