Dozens of nail salons and hairdressers line Steeles Avenue at the northern boundary of Toronto, but only one side is beginning to reopen. The road marks the border between Toronto and York Region, which are in different stages of re-opening. As a result, lines form outside of storefronts on the north side, while the ones on the south are still shuttered.
