The federal government plans to move out-of-work Canadians into the employment insurance system and provide parallel support for millions set to exhaust the Canada Emergency Response Benefit and don't have EI to fall back on. Employment Minister Carla Qualtrough says Canada is moving past the emergency stage of the COVID-19 pandemic and into the economic recovery phase.
