During a surprise visit to Kyiv, Prime Minister Mark Carney did not rule out deploying Canadian troops to Ukraine as part of a future security guarantee against Russia. Carney attended Independence Day events as a guest of President Volodymyr Zelenskyy, saying in French that Ukraine is at a critical stage of the war and international support must intensify.
